Fast shutter speeds freeze the action and water. The filter will cut down on the glass from the sun. If it's a cloudy day, it's not needed.
Try following one kayak, canoe, raft, or whatever you're photographing. Don't zoom while you're shooting, just set the lens (if it's a zoom) to a certain length and pan the camera while following them down the river.
